France has established one of the most stringent animal welfare frameworks in Europe by officially declaring pet abandonment a serious criminal offense. Under the country’s sweeping new legislation, the act of abandoning a dog, cat, or any other domestic animal can now result in severe penalties, including up to three years in prison and substantial fines reaching €45,000. The penalties escalate dramatically if the abandonment leads to the animal’s death, increasing the potential sentence to five years in prison and fines of up to €75,000.

This decisive law directly tackles a chronic and distressing problem in France, where tens of thousands of pets were routinely dumped each year, often during the holiday seasons when families leave for vacation. Animals were frequently left on remote roadsides or abandoned outside shelters.
